Range Safety & Standing Orders

Distribution List:

    1. Purpose: These orders outline the regulations that shall to be followed by all CFB Halifax Archery Club members, competitors and spectators.

Members, and their guests: A copy of these orders shall be displayed in the Drill Shed and Bedford Rifle Range (BRR).

2. Range Safety Officer (RSO): The RSO shall:

a. ensure that all archers and spectators are aware of Range Standing Orders;

b. be present at all times when shooting is in progress;

c. be in a position to view the entire shooting area, while supervising the entire

shooting procedure; 

d. take charge of all personnel on the range, and coordinate shooting

as described in paragraph 6;

e. Be responsible for the safety of all personnel in the drill shed/ Bedford Range while shooting is carried out.;

f. Ensure a first aid kit and a qualified first aid individual is on site;

g. Not shoot unless relieved by a qualified RSO;

h. When utilizing the Drill Shed, the following additional rules apply:

Ensure that all doors forward of the firing line are locked;

Ensure the Gore-Tex curtain is drawn;

When drawing back the string of their bow, an archer shall not use the technique known as "Sky Pulling". This technique could allow the arrow, if accidentally released, to fly beyond the Danger Area Overlay (DAO), or compromise the safety arrangements i.e. overshoot area, net, wall etc. If an archer persists in using such a technique, the shoot shall cease until the individual leaves the range; and

Control and account for all arrows. If an arrow is lost, it is to be immediately located. In the event that it is lodged in the ceiling or rafters, it is to be retrieved. In this is not possible, a three-meter radius is to be identified on the drill deck utilizing four pylons. This area is then out of bounds until the arrow is retrieved. The RSO shall notify the Drill Shed Chief the following day.

i. when utilizing the BRR, read, sign and comply with BRR Standing Orders.

 

3. Shooting Area: This is defined as the entire floor of the Drill Shed and the 600 meter range (between the 300 and 200 meter firing points, direction of fire shall always be towards the stop butts). The RSO shall cease the shoot if unauthorized personnel enter this area i.e. spectators.

4. Archers: Archers shall only shoot while under the direct supervision of the RSO. They shall obey his/her commands and follow the shooting procedure laid down in paragraph 6.

5. Spectators: All personnel who wish to observe the shooting may do so at the discretion of the RSO; however they shall:

a. Remain a minimum of 13 meters behind the shooting line, and not obstruct the RSO view of the entire shooting area; and

b. Remain silent while shooting is in progress.

6. Shooting Procedure: The signal to commence the shoot may be executed by the RSO with a whistle or the use of Red, Yellow, or Green Lights.  The following steps are to be carried out:

a. Once the RSO is satisfied that the shooting area is clear, he/she will give one long whistle blast or (Green Light). The archers will:

i. Pick up their bows from the rests;

ii. Advance to the firing line; and

iii. Commence shooting.

b. allow 4 minutes to pass, then the RSO will give 2 whistle blasts (Yellow Light) to notify archers that they have one minute to shoot their remaining arrows.

 

c. once the minute has elapsed (for a total of 5 minutes), the RSO will give 3 blasts of the whistle (Red Light). The archers shall: 

i. Immediately cease shooting;

ii. Back away from the shooting line;

iii. Rack bows; and

iv. Await instructions from the RSO.

d. Once all archers have ceased shooting and backed away from the firing line, the RSO will give the order, "PULL". At this the archers shall :

i. Proceed to their respective butt;

ii. Record their score;

iii. Remove their arrows and straighten their butt;

iv. Return to the area immediately behind the firing line; and

v. Await instructions from the RSO.

e. at any time during the shoot the RSO views an unsafe condition, he/she shall initiate an "Emergency Stop".

7. Emergency Stop: This shall be initiated by sounding continuous short blasts on a whistle (Red Light).  At hearing this or seeing the red light the archers shall:

i. immediately cease shooting;

ii. back away from the firing line;

iii. rack their bows; and

iv. await instructions from RSO.

Note: The RSO shall deal immediately with the situation, once the safety issue(s) have been resolved, the RSO will issue the appropriate order.

8. Amending Formula: These SO shall be reviewed annually and all temporary amendments shall be submitted to the Base Operations/RTAO prior to implementation.

Record of Having Read and Understood CFB Halifax Archery Standing Orders

"All personnel designated as a Range Safety Officer shall read CFB Halifax Archery club Standing Orders when amendments have been entered and not less than once in each six month period and signify this fact by signing the table. Any questions regarding these Standing Orders are to be directed to the president of the archery club."
