NAME

1.         The name of this activity shall be the CFB HALIFAX ARCHERY CLUB.

 

AUTHORITY FOR ESTABLISHMENT AND OPERATION

2.         The CFB Halifax Archery Club is established under authority of QR&O 4.61 as amplified

 by CFAO 50-2 and CFAO 50-20. It shall operate in accordance with regulations and orders

governing the operation of recreational clubs in the Canadian Forces, the instructions contained

in the CFB Halifax Standing Orders and other applicable base directives along with those contained

in this constitution.

 

 PURPOSE

3.         The purpose of this club is as follows:

a.         to establish, maintain and conduct an Archery Club for the use of its members by providing

suitable facilities and activities;

b.      to promote and foster the sport of Archery among military and civilian members,

clubs and associations; and

c.         to promote the discipline of archery through the principles of Safety, Leadership,

Technique, thorough understanding of the equipment, and provide a family oriented

activity encouraging a healthy life style.  The club also Perpetuates, Fosters and leads

the practice of archery in accordance with good sportsmanship.

 

AFFILIATION

4.         CFB HALIFAX Archery Club is affiliated to the following organizations:

a.     the provincial governing body Archery Association of Nova Scotia (AANS) and the

Federal governing body Federation of Canadian Archers (FCA);

b.   Both organizations sanction all Provincial and Federal archery competitions. A copy of

the constitutions of both AANS and FCA will be held by the executive and made available to

any member of the Archery Club upon request; and 

c.     Both organizations provide the insurance and liability coverage necessary for CFB HALIFAX Archery Club to be operational on a Military base and the coverage must be renew every year in the month of January.

  

MEMBERSHIP CATEGORIES

5.         The club executive may issue membership to the following categories of personnel.

a.     Regular Members. The following persons are eligible for regular membership:

        (1)     Members of the Regular Force and their dependents;

        (2)     Members of the Reserve Force while on Class "B" or "C'1 reserve duty and their dependants;

                 and

        (3)     Foreign military personnel on duty with the Canadian Forces and their dependents. 

b.     Ordinary Members. Subject to the approval of the Executive Committee and excluding personnel in sub-paragraph 4 a, all CANEX patrons listed in Chapter 6 of A-PS-ll0-001/AG-001, Policy Governing Operation of Personnel Support Programs in the CF, and authorized by local procedure may be invited to become ordinary members. Ordinary membership shall be for a one-year period, with no guarantee of renewal for further one year terms;

c.     Associate Members. Subject to the approval of the Executive Committee, any person not specified in sub-paragraph (a) or (b) may be invited to become an associate member. Associate membership shall normally be for a one-year period, with no guarantee of renewal for further one-year terms.   

 

TYPES OF MEMBERSHIP

6.      All memberships are for a one-year term, starting and ending on the 30 September,

        with the exception of para ‘c’, and consist of the following: 

a.     single, being a single person or dependant 

b.    family being spouse and dependents under the age of 18;  and  

c.     special memberships to adjust for personnel  Temporarily Detached from their units.  These memberships are not to exceed 6 months and they shall not have voting privileges.

  

MEMBERSHIP RESTRICTIONS

 7.         The membership of the club is to reflect the policy that military personnel and their dependents

             must be able to participate fully in the operation of activities of the club, hence:

             a.     the proportion of associate members should not exceed 20% of the total membership; and

             b.    the combined total of Ordinary and Associate members should not exceed 50% of the total

                   membership.

 

EXECUTIVE COMMITTEE

8.         The club shall be administered by an Executive Committee composed by the following four (4) members as follows:

            a.       President. The President shall be elected once every two years at an annual general meeting and shall assume office at the start of the current membership year. Election of the President is subject to approval of the Base Commander. He/she shall assume office at an annual general meeting scheduled by the Executive Committee before the end of the month of January.   The President shall be a Regular member

b.      Vice-President. The Vice-President shall be elected once each year at the annual general meeting and shall assume office at the start of the annual general meeting scheduled before the end of the month of January.   The Vice-President shall be a Regular member 

c.       Treasurer. The Treasurer shall be elected once each year at the annual meeting and shall assume office at the start of the annual general meeting scheduled before the end of the month of January.   The Treasurer can be a Regular, Ordinary or Associate member  

d.      Secretary. The Secretary shall be elected once each year at the annual meeting and shall assume office at the start of the annual general meeting scheduled before the end of the month of January.   The Secretary can be a Regular, Ordinary or Associate member.

  

SUB COMMITTEE

 9.         In addition to the above, the Executive shall be supported by a group of “Directors” of such committee as deemed necessary by the club Executive.   These “Directors” shall act in an advisory capacity to the Executive.   Voting privileges at Executive Meetings are limited to the four Executive members only.   These “Directors” shall be elected at the Annual General meeting for a one-year term.   Committee Directors can be regular, ordinary or associate members.   These Directors positions include but not limited to the following:

a.   3D Director – The 3D Director shall be elected once each year at the annual general meeting and shall   assume office at the start of the annual general meeting scheduled before the end of the month of January;

b.   FITA Director – The FITA Director shall be elected once each year at the annual general    meeting and shall assume office at the start of the annual general meeting scheduled before the end of the month of January; and

c. Communication Director – The Communication Director shall be elected once each year at the annual general meeting and shall assume office at the start of the annual general meeting scheduled before the end of the month of January

 

MEETINGS 

10.        a.   Executive meeting shall be held at least twice a year and may be held more frequently as required or directed by the President.

        b.      General meetings shall be held not less than once annually and may be held more frequently as required; and

c.       The Annual Meeting shall be held annually in the month of October unless other wise directed by a consensus of the Executive Committee."

 

 QUORUM 

11.            a.   The quorum for an Executive meeting shall normally be 75% of the members;

          b.      The quorum for the General Annual meeting shall normally be 10% of the memberships, if the memberships is less then 10% the Executive Committee has the right to call the meeting in session as long as all the names of all the members present are entered in the minutes."                                     

 

VOTING

 12.    a.   All members 18 years of age or older, or who are members of the Regular Force and Reserve, are entitled to vote. All issues to be voted on shall be decided by a simple majority vote with quorum present. Special members will not have the right to vote, however they do have the right to address a meeting. 

b.   The President or Vice-President in the President absentia will cast his vote to break a deadlock vote during a General/Annual meeting. 

 

SUBMISSION OF MINUTES 

13.       All minutes of Executive or General meetings shall be passed to the Personnel Support Services, who in turn shall staff same for final approval of the Base Commander or such officer as the Base Commander may designate.

  

AMENDMENTS TO CONSTITUTION AND BY-LAWS 

14.       Any proposal to alter the Constitution and By-Laws shall be available at the club registration table on all club nights for a period of 30 days prior to a general meeting. A copy of the Constitution and By-Laws will also be available on all club nights.  After this time period the Executive Committee shall put any of the outstanding proposals to an immediate vote for approval in principle. Recommended amendments shall be passed to the Personnel Support Services who in turn shall staff same for final approval of the Base Commander or such officer as the Base Commander may designate. 

            The Constitution and By-laws may be amended by direction of the Base Commander.

  

REVOKING MEMBERSHIP

 

15.    Members of the club shall at all times observe the club rules and Range Safety Orders (Annex A). General conduct will at all times reflect credit to the CFB Halifax Archery Club and the CF. 

a.   Regular/Ordinary and Associate Membership maybe cancelled before the end of the full one-year term period, if deemed by a consensus of the Executive Committee that the member's) after he/she has been warned several times (max 3/total, of any of) of the following: 

(1)   Fail to follow direction from RSO (Range Safety Officer); 

(2)   Disregard for the Safety of other Archers; 

(3)   Lack of respect towards other Archers; and 

(4)   Conduct 

b.   The individual whose membership has been revoked has the right to submit a written appeal to the Club Executive.  If unsatisfied by their decision he/she may submit a written appeal to the President of the CFB HALIFAX Archery Club whose adjudication will be final.

 

SAFETY 

16.       Safety is paramount and everyone's business. The Archery Range Safety Orders

            (Annex A) are to be strictly adhered to. Any serious infractions and/on incidents of concern are to be reported immediately to the Executive Committee and BADO/BCOMD through the PSP if required.

 

17.       Range Orders / procedures and Range Safety Officer certification must be premised on CFAO 9-20 taking into consideration the nature of the equipment being used.

 

18.       Shooting will be conducted in the Drill Shed and BRR, CFB Halifax.

           

 ADOPTION

19.       This Constitution and By-laws will be recommended for BCOMD's approval at an Executive Committee meeting dated February 2005.
